Vessel congestion has been building around the Houston Ship Channel after a period of intermittent closures in both directions, local ship agent Norton Lilly says.

Thick fog and reduced visibility stopped vessel traffic through the Houston Ship Channel again earlier today.
There were 27 vessels waiting to enter the channel inbound earlier this morning, 13 sailing and two shifting vessels pending, Norton Lilly says.
There is a high to moderate risk of fog and reduced visibility until Wednesday evening.
The channel is a key waterway for vessels going in and out of ports in the Houston area, including Galveston, Baytown and Texas City.
