April 30, 2026

MEPC 84’s third day saw more calls to reopen discussions on the approved Net-Zero Framework (NZF) to secure a global consensus.

IMO member states including Jamaica, Ecuador, Thailand, Paraguay and Bangladesh backed further discussions on the draft framework before any formal adoption.

Several countries called for a “balanced and inclusive” framework that would remain economically viable for developing countries.

They argued that any global carbon tax could raise transport costs and eventually feed through to higher food and energy prices, disproportionately affecting developing country economies.

Some countries, including Denmark, Kenya, Greece and Malta, took a more diplomatic stance by signalling openness to further discussions while reaffirming support for the current version of the framework.
