The first phase involves a competitive tender process to evaluate shipyards' financial and technical suitability for the project. The estimated cost for Phase 1, including seven vessels, port improvements, and shore power upgrades, is around £175 million ($227 million), the agency said.

The tender will be issued in September 2024 and is expected to be awarded in March 2025.
