IBIA calls for mandatory use of mass flow meters across the ARA hub

The International Bunker Industry Association (IBIA) has expressed support for the Port of Rotterdam’s plans to mandate the use of mass flow meters (MFM). It has called out other ports in the ARA and other bunkering hubs to follow suit.

The Port of Rotterdam Authority is currently working to make MFMs mandatory for bunkering, and more details on these plans are likely due by the end of this year.

“We believe this is a logical next step for the Port of Rotterdam, which introduced a license requirement for bunkering vessels operating under its jurisdiction on 1 February 2021,” says IBIA’s director Unni Einemo.

Earlier this year, IBIA conducted a survey which revealed strong industry support for bunker supplier licensing and use of MFMs to reduce disputes between suppliers and buyers.

MFM systems generate real-time records of the exact volume of fuel delivered to ships. Both counterparties have access to the same data, ensuring transparency in bunker deliveries.

Following the outcome of IBIA survey, the port authorities of Rotterdam and Antwerp have commissioned the independent research and consultancy firm CE Delft to investigate anomalies related to quantity of fuel supplied there. The study will also make recommendations to resolve these anomalies.

IBIA expects the final report to be released soon.
